Hi, from CNN, this is Madeleine Thompson with five things you need to know for Thursday, October 10th. At least 22 people are dead after airstrikes leveled a residential building in central Beirut. That's according to Lebanon's Ministry of Health, which says at least 117 people are wounded. A Hezbollah source told CNN Israel was targeting Rafiq Safar, a senior official in the organization, but says he survived. Israel has not publicly claimed the strikes or confirmed any targets. Earlier today, Amnesty International called Israel's evacuation warnings for civilians in Lebanon, quote, misleading and inadequate. There's no update yet on Israel's security cabinet meeting today to decide on a response to Iran's missile attack earlier this month.

TD Bank has agreed to pay two federal government agencies to settle charges that it failed to properly monitor money laundered by drug cartels. Regulators announced today the financial institution will pay more than $3 billion divided between the U.S. Treasury Department's Financial Crimes Network and the U.S. Department of Justice. TD Bank also pleaded guilty to charges that it violated the Bank Secrecy Act and permitted money laundering. Attorney General Merrick Garland spoke today at a press conference.

'The bank came under scrutiny, when the Justice and Treasury Department's learned Mexican cartels were using the U.S. banking system to launder proceeds from the sale of fentanyl and other drugs that killed tens of thousands of Americans annually. Going forward, the bank says it's ramping up its anti-money laundering surveillance efforts. In a statement, TD Bank CEO apologized to stakeholders and said he takes full responsibility because the failures occurred on his watch.

Milton is no longer a hurricane, according to the latest update from the National Hurricane Center. But recovery efforts on water rescues continue with at least 12 people in Florida dead. The hurricane dropped more than 18in of rain on St Petersburg, representing a more than one and 1000 year rainfall event for the area. Officials there have issued a boil water notice for residents due to major water main breaks. Hillsborough County Sheriff Chad Chronister told CNN he's never seen flooding like this.

Yesterday, the Department of Agriculture announced its second listeria related meat recall in months. The USDA's Food and Safety Inspection Service discovered listeria in an Oklahoma plant during routine testing of poultry samples. Nearly 10 million pounds of ready to go meat and poultry products from BrucePac are being pulled from places like restaurants and grocery stores. If left unchecked, listeria can lead to fatigue, seizures and even death. The USDA is encouraging food vendors and related establishments to stop serving and discard these products, which have a Best Buy date of June 19th, 2025 to October 8th, 2025. Coming up, a big honor for a South Korean author.

This year's Nobel Prize in literature has been awarded to South Korean author Han Kang for her, quote, intense poetic prose that confronts historical traumas and exposes the fragility of human life. Kang's literary career began in 1993, but her major international breakthrough came with the novel The Vegetarian, which was published in English in 2015. The book portrays the violent consequences that ensue when its protagonist decides to go against the norm and stop eating meat. In an interview with NobelPrize.com after her win, Kang says she's always looked up to other authors.
